This Notice is not a solicitation. This is Not a Request for Competitive Proposals. This is a NOTICE OF INTENT for a sole source requirement under NAICS 524298 All Other Insurance Related Activities.
The U.S. Government at Libreville intends to modify an existing Indefinite-Delivery contract for health insurance services with OLEA GABON.
The scope of the amendment will include increased coverage limits. These changes are necessary to ensure continuity of services and avoid any lapse until the follow-on contract is awarded.
The anticipated performance period is six months at the discretion of the U.S. Government.
This is a sole source requirement in accordance with authority of Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions,
52.217-8 (Option to Extend Services – NOV 1999) and 6.302-1 (Only one responsible source, no other supplies or services will satisfy agency). The intent of this notice is to meet regulatory disclosure requirements.
The services will be provided in Libreville GABON and OLEA GABON is considered the only responsible source, and no other supplies or services will satisfy the agency requirements.
However, all responsible sources may submit a capability statement, proposal, or quotation.
Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and would not result in a delay or degradation of services.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
