NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a sole source contract award to Johnson Controls, Inc located at 5757 N Green Bay Ave, Milwaukee, WI 53209 USA.
This requirement is for subscription, preventative maintenance, and service of the Metasys HVAC Building Automation System (BAS) at the Erie VA Medical Center in Erie, PA. Refer to the draft Statement of Work (attachment Draft Statement of Work _ 01-16-2026) for additional information. A Firm-Fixed-Price ID-IQ contract is planned for five years.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include evidence of being authorized by the manufacturer of the Metasys HVAC Building Automation System to service the system in the Erie, PA area. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by January 23, 2026 at 4:00 PM Eastern Time.
