Notice of Intent to Sole Source - Mobile Crash Barrier

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a portable/towable crash barrier system that covers a 16-foot traffic lane. The system must be K4/L1 certified, capable of stopping vehicles traveling at 30 MPH, battery-powered with a recharging system, and able to utilize shore power.

• Purchase of a portable crash barrier system.

• Includes training manuals and delivery of the system to Malmstrom AFB, MT.

• Contractor and personnel must be US-owned and US citizens.

• Compliance with IAW AFFARS 5352.242-9000 for contractor access to Air Force Installations.

• Contractor vehicles and operators must comply with Montana and MAFB vehicle regulations.

• Technicians may be required to provide advice and consultation for upgrades/replacements to the existing security system.

• Any installed infrastructure must conform to the latest National Electric Code.

• Must not employ individuals posing a threat to health, safety, or the installation's mission.

• Must perform work safely per OSHA requirements and report accidents.

• Personnel must present a neat appearance and be easily recognized as contractor employees.

• Must not employ US Government employees if it creates a conflict of interest.

• Government-Furnished Equipment will be managed per FAR clause 52.245-2.

• No Government-furnished facility will be provided.

• The government will provide law enforcement, fire protection, and security.

• The government will provide first response emergency medical treatment; costs beyond that are the contractor's responsibility.

Basic System Includes:

• MP5000: Basic structure, 16 ft. clear opening, battery-operated hydraulic pump with control station.
• H4050: Barrier trailer assembly with spare tire, utility box, and VIN number.
• MP5000TA: (Likely refers to the trailer assembly itself).
• Basic System Consists Of: Quick deployment mobile barrier assembly, hinged rigid crash plate assembly, trailer hitch assembly, standard paint (white/yellow or black/yellow, options available), and complete instructions.

MP5000 System Options (Not Included with Basic System):

• MPL-4050: Remote open/close push button station with 20' cable.
• B2010: Barricade fully down auxiliary limit switch.
• B1154: Booster pak 12VDC.
• MPL-10: Stop/Go signal light(s) (external power required).
• MPL-20W: 48" tall traffic light mounting post with 24" sq base.
• CAB KIT: Cable kit (jumper cable, utility outlet connection).
• MP5K-TT1: Barrier turn table.

Notice of Intent / Other

This document is a Notice of Intent to award a sole-source contract to Delta Scientific Corporation (DSC) for support of the Malmstrom Air Force Base (MAFB) Mobile Crash Barrier system. MAFB currently utilizes DSC's MP5000 barricades and other DSC systems, and base personnel are trained on DSC systems. DSC is the proprietary owner and sole manufacturer of these systems, and they do not sell products/services to third parties, making them the only capable source.

• This is NOT a Request for Competitive Offers. A solicitation will not be issued.

• Responsible sources may submit a quotation, but must provide clear and convincing evidence that competition would be advantageous to the Government.

• Submissions should include a capability statement, proposal, or quotation.

• If no affirmative written response is received, the award will be made without further notice.

• Oral communications are not acceptable.
