Quick Summary
The Department of the Air Force has issued a Special Notice indicating its intent to award a sole-source contract to Delta Scientific Corporation (DSC) for the procurement of one MP 5000 mobile crash barrier for Malmstrom Air Force Base (MAFB), MT. This notice is not a request for competitive offers. However, other responsible sources may submit a quotation, capability statement, or proposal demonstrating clear and convincing evidence that competition would be advantageous to the Government.
Purpose & Justification
MAFB currently utilizes DSC's MP5000 barricades and other DSC security systems, with base personnel already trained on DSC equipment. Delta Scientific Corporation is identified as the proprietary owner and sole manufacturer of these systems, and they do not sell products or services through third-party distributors. This established infrastructure and specialized knowledge form the basis for the sole-source intent.
Scope of Requirement
The requirement is for one portable/towable crash barrier system designed to cover a 16-foot traffic lane. The system must be K4/L1 certified, capable of stopping vehicles traveling at 30 MPH, battery-powered with a recharging system, and able to utilize shore power. The procurement includes training manuals and delivery to Malmstrom AFB, MT. Detailed specifications, including basic system components (MP5000, H4050, MP5000TA) and optional add-ons, are available in the attached documents, tested in accordance with ASTM F 2656-07 M40 standards.
Submission Requirements for Interested Parties
This is not a solicitation, and a formal request for competitive offers will not be issued. Any responsible source wishing to challenge this sole-source intent must submit a response providing clear and convincing evidence that competition would be advantageous to the Government. Submissions can be in the form of a quotation, capability statement, or proposal. Oral communications are not acceptable. If no affirmative written response is received, the award will proceed without further notice.
