Justification for Sole Source
Nash Healthcare Consulting has been identified as the appropriate source due to their prior experience with the NIH Clinical Center, particularly regarding the unique interface between NIH's research-focus and clinical care mission. Their interdisciplinary expertise and the time-sensitive nature of preparing for the upcoming Joint Commission survey are critical. Engaging a new consultant without this specific familiarity would introduce an unacceptable learning curve and risk to the CC's accreditation standing. No other contractor has been identified with the same team structure, direct prior experience, and demonstrated capability.
This acquisition is being conducted under FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), which allows for soliciting from one source if only one is reasonably available.
