Quick Summary

The National Institutes of Health (NIH) intends to award a fixed-price purchase order to Nash Healthcare Consulting, LLC for expert consultative services related to The Joint Commission (TJC) comprehensive hospital accreditation standards for the NIH Clinical Center (CC). This is a Notice of Intent to Sole Source, not a request for quotation. Interested parties may identify their capabilities by April 29, 2026.

Scope of Work

The acquisition aims to obtain services that include:

  • Conducting a mock survey assessment to identify strengths, improvement areas, and recommendations for TJC standards.
  • Reviewing pertinent information, documents, and tracer activity, including onsite patient health record reviews.
  • Evaluating competency assessment and education linked to specific standards.
  • Conducting interviews with hospital leaders, department directors, physicians, and staff to assess TJC compliance.
  • Reviewing medical staff bylaws, credentialing, privileging, medication management, and infection control practices.
  • Briefing stakeholders through daily briefings and an exit conference to identify noncompliance and recommend improvements.

Justification for Sole Source

Nash Healthcare Consulting has been identified as the appropriate source due to their prior experience with the NIH Clinical Center, particularly regarding the unique interface between NIH's research-focus and clinical care mission. Their interdisciplinary expertise and the time-sensitive nature of preparing for the upcoming Joint Commission survey are critical. Engaging a new consultant without this specific familiarity would introduce an unacceptable learning curve and risk to the CC's accreditation standing. No other contractor has been identified with the same team structure, direct prior experience, and demonstrated capability.

This acquisition is being conducted under FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), which allows for soliciting from one source if only one is reasonably available.

The determination not to compete is solely at the Government's discretion. Comments should be submitted to Kristin Nagashima at Kristin.nagashima@nih.gov by the closing date.
