Response Requirements
This is not a request for competitive proposals. Interested sources must provide written technical capabilities demonstrating clear and convincing evidence that competition would be advantageous to the Government. Submissions must detail:
- Firm's capabilities to meet the PORTS requirements.
- Demonstrated familiarity, access, and technical proficiency to procure, license, or re-engineer all baseline elements of the existing PORTS/CTTAS software suite. This includes sustainment, integration with existing PORTS applications, data repositories, DoD cybersecurity compliance, and interoperability with Navy Continuous Training Environment (NCTE) and Distributed Interactive Simulation (DIS) systems.
- Capacity to rapidly acquire specialized Subject Matter Expert (SME) technical acumen for developing, testing, and fielding equivalent complex trainer applications without degrading current PORTS trainer readiness.
