Justification for Sole Source
The Government intends to sole source to Pre-Con Products due to their proprietary design of the required antenna foundations. Pre-Con Products holds the exclusive Technical Data Package (TDP) for the internal reinforcement, specialized low-temperature concrete mix, and precision-machined interface components. Acquisition from any other vendor would necessitate a complete system redesign and a multi-year validation cycle, leading to unacceptable delays and substantial duplication of cost, thereby impacting critical weather forecasting capabilities.

While this is not a competitive solicitation, interested parties (including small and small disadvantaged businesses) may identify their interest and technical capability. Responses must be submitted in writing, supported by clear and convincing evidence of capability to provide the outlined services. Telephone responses will not be accepted. The determination to proceed with this sole source action remains at the Government's discretion. The Government will not cover costs incurred by responding to this notice.
