Justification for Sole Source

The Texas DSHS is identified as the only known source capable of meeting the requirement because it is the sole legal custodian and authoritative source of Texas vital records. It is also the only entity authorized to provide the required records in the specific format necessary for the Government's surveillance and analytic requirements.

While this is not a request for competitive proposals, all capability statements received within fifteen (15) calendar days of publication will be considered. The Government will use this information solely to determine if a competitive procurement is feasible. A decision not to compete based on responses is at the Government's discretion.
