NOTICE OF INTENT TO SOLE SOURCE PROCUREMENT NOTIFICATION ? CONTRACT 2D: CHANNEL WALLS, AND CONTRACT 2E: BOTTOM OF THE CHANNEL, RIO PUERTO NUEVO PROJECT, SAN JUAN, PUERTO RICO. This is a Notice of Intent to Sole Source, not a request for proposals. No solicitation document will be issued, and proposals will not be requested. The U.S. Army Corps of Engineers, Caribbean District intends to negotiate on a noncompetitive, sole-source basis, under the authority of FAR 6.302-1(a)(2) (?Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements?), with ARCADIS U.S., INC to provide engineering support during construction. This service will be delivered to the Caribbean District, USACE. The applicable NAICS Code is 541330, with a size standard of $25.5 million. The selected contractor will provide Engineering During Construction (EDC) services for Contract 2D: Channel Walls and Contract 2E: Bottom of the Channel as part of the Rio Puerto Nuevo Project, San Juan, Puerto Rico. These services include assisting the Government in evaluating and responding to Requests for Information (RFI), reviewing shop drawings, and other construction submittals. The sole-source determination is based on ARCADIS U.S., INC being the designer of record (DOR) and the most qualified entity to deliver the required expertise without incurring substantial duplication of costs to the Government, costs that would not be recovered through competition. This Notice of Intent is not a request for competitive proposals. Interested parties may express their capability to perform the requirement by submitting supporting literature to the Contracting Officer no later than June 20, 2025, close of business (COB).
