Justification & Response Requirements
Market research, including a Sources Sought RFI posted on February 19, 2025, indicated that procuring these spares from another source would result in substantial duplication of cost and unacceptable delays. A Sole Source Justification and Approval (J&A) document will be made public within 14 days of contract award.
While this is not a request for competitive proposals, responsible sources may submit a capability statement. This statement must include: 1) business demographic information (FAR Part 9); 2) specific exception to the sole-source intent; 3) technical data demonstrating capability; and 4) past performance on similar projects. The statement must provide clear evidence to substantiate the ability to provide the required services and supplies without substantial cost duplication or unacceptable delays.
