The Defense Health Agency, Healthcare Contracting Division Southeast intends to enter a sole source procurement to provide full-service maintenance for Puritan Bennett 980 ventilators in support of the Respiratory Therapy Department at Naval Medical Center Camp Lejeune. The Government intends to negotiate on a sole source basis (FAR 13.501(a)(1)(ii)) to Covidien Sales, LLC, 15 Hampshire St Mansfield MA, 02048. The contract period of performance for this action is estimated to be 05 January 2026 through 04 January 2027 to include four 12-month option periods
This requirement is for comprehensive maintenance and repair services for Covidien PB980 ventilators, including preventative maintenance, corrective maintenance, battery replacement, calibration services, and emergency repair services. The PB980 ventilators are critical life-support equipment used in intensive care units and emergency departments to provide mechanical ventilation to patients with respiratory failure or insufficiency. These ventilators feature advanced monitoring capabilities, multiple ventilation modes, and integrated safety systems that require specialized knowledge and manufacturer-specific tools for proper maintenance and repair. The contractor shall provide all necessary personnel, supervision, Original Equipment Manufacturer (OEM) parts, tools, and supplies necessary to ensure that the equipment performs in accordance with the manufacturer’s conformance standards.
There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font not smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
