Quick Summary
The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) has issued a Notice of Intent to Sole Source for the procurement of 262 RM Young Anemometers for the National Weather Service (NWS), National Data Buoy Center (NDBC) at Stennis Space Center, MS. The Government intends to award a purchase order to RM Young Company, but will consider acceptable responses from other sources. Responses are due by April 17, 2026.
Scope of Work
This requirement is for 262 proprietary RM Young Anemometers (Model 05108) to maintain compatibility with existing Self-Contained Ocean Observations Payload (SCOOP) and Coastal-Marine Automated Network (CMAN) stations. The anemometers must mount on a standard one-inch pipe and integrate with existing data acquisition systems that have specific firmware algorithms for RM Young outputs. Key features justifying the sole source include:
- Magnetic induction technology for wind speed measurement, requiring no energy input.
- Extremely low power consumption (0.6mW for directional portion), critical for battery-operated remote buoy stations.
- Ceramic bearings for increased reliability, allowing deployment for over a year.
- Ability to measure wind gusts over 100 m/s, a capability not found in current ultrasonic anemometer technology.
- NDBC's involvement in developing the R.M. Young propeller anemometer, now considered an industry standard.
