Justification for Sole Source
The LIS software system is proprietary to SCC, which developed it and does not permit third-party maintenance or release its source code. Given that the LIS modules handle large volumes of patient data and test results, uninterrupted operation is imperative for patient safety. SCC is deemed the only source capable of providing the necessary maintenance, including revisions to the source code, making it a mission-critical system for the Clinical Center. This acquisition is being conducted under FAR Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), which allows for soliciting from one source when circumstances deem only one source reasonably available.
