Description:

This is a notice of intent, not a request for a quotation.  A solicitation document will not be issued and quotations will not be requested.

The National Institutes of Health (NIH) intends to award a fixed price purchase order to Solventum Health Information Systems, Inc., located at 575 W Murray Blvd, Murray, UT 84123, on a firm fixed price sole source award basis to provide Solventum platform support to the National Institutes of Health.

The proposed vendor, Solventum Health Information Systems, Inc., 3M Health Information Systems, Inc. supports and provides maintenance for the existing health information management products and as such is the only vendor situated to provide an update to these products due to code ownership and other system interoperability issues. There are many pre-existing interfaces previously built within this infrastructure which will not require rebuilding and/or retesting. The software is proprietary and includes all required functionality. The extensive resources utilized to build and establish these complicated interfaces are integral to the hospital’s research and clinical data retrieval needs. There would be an unwarranted cost for integration of another vendor’s software within this existing infrastructure and would essentially require the HIMD to purchase additional services build new interfaces and require much more implementation time as these other issues are addressed.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.  Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
