NOTICE OF INTENT TO SOLE SOURCE – S&P Global, Inc.
NAICS Code 519130 – Internet Publishing and Broadcasting and Web Search Portals
The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to S&P Global, Inc 55 Water St FL 37, New York, NY 10041-3205 under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
This requirement is for annual subscriptions to IHSMarkit’s Chemical Economic Handbook (CEH) and the Directory of Chemical Producers (DCP). The US International Trade Commission requires global coverage information on the chemicals industry, including supply chains, export import and country of origin data. CEH has a combination of unique sets of up-to-date qualitative and quantitative information and data on hundreds of chemicals produced throughout the world, not found elsewhere. The CEH and the DCP are perennial subscriptions per agency requirements and are part of its information portfolio to support mission and function. Each report is usually 100-200 pages in length and contains a depth of information for hundreds of chemicals produced throughout the world, not found elsewhere. For many chemicals archival data spans 20 years. There are no other known sources for this resource. The directory updates on a continuous basis, a feature also not found elsewhere.
The period of performance is one base year, with two option years:
Base Year: January 1, 2026 through December 31, 2026
Option Year 1: January 1, 2027 through December 31, 2027
Option Year 2: January 1, 2028 through December 31, 2028
