Notice of Intent to Sole-Source Requirement

This notice indicates the government's intent to award a sole-source contract for spare material, parts, and training for an existing ELW 2K Reverse Osmosis Water Purification Unit (ROWPU) at Misawa Air Base, Japan. The contract will be awarded under the authority of DAFFARS 5313.501 and 10 U.S.C. 3572.

ELW GLOBAL UK LTD

The acquisition includes:

• Two (2) Pre-Treatment filters with coconut shell Carbon
• One (1) Generator starter Assembly
• Four (4) Economix 933
• Four (4) Centaur Catalytic/Absorptive Carbon
• Four (4) BIRM
• Twelve (12) RO Vessels for ELW 2K ROWPU
• Refresher Training (5 Days Course)
• Shipping Fee

The government believes ELW GLOBAL UK LTD is the only known vendor capable of providing the necessary materials, parts, and training due to compatibility with the existing system. The existing ROWPU was procured in September 2024.

Interested parties who can provide all the needed assets and believe competition would be advantageous must submit clear and convincing evidence via email by 10:00 AM (Japan Standard Time) on March 2, 2026. • Responses received after the deadline or without required information may not be considered.
• This is not a solicitation, and responses are not considered offers.
• The government will not pay for information requested or costs incurred in developing responses.

Sole Source Justification

This document justifies a sole source acquisition for spare material, parts, and training for the Reverse Osmosis Water Purification Unit (ROWPU). The acquisition is necessary to ensure compatibility with previously purchased ELW 2K ROWPU units.

• The justification is based on a previous purchase order (PO No. FA520524P0041) awarded to ELW Global UK Ltd for two (2) ELW 2K ROWPU units, which were delivered in June 2025 and confirmed to be PFAS free.

• ELW Global UK Ltd is identified as the sole provider and Original Equipment Manufacturer (OEM) for the ELW Global 2K ROWPU.

• The company's technical specifications and designs are registered with the UK Intellectual Property Office.

• This is a sole source justification, not a solicitation for proposals.

• Market research was conducted, but the requirement was found to be fulfilled only by ELW Global UK Ltd due to their unique position as the OEM and sole provider.

• An intent to sole source notification will be posted on the Government Point of Entry (GPE) to allow other vendors to view and potentially provide alternatives.

• Fair and reasonable pricing will be determined by comparing the contractor's price to the Independent Government Estimate (IGE) and prices of similar purchases.

• This is a sole source acquisition, not subject to set-aside requirements.

• The statutory authority cited is DAFFARS 5313.501, 10 U.S.C. 3572 (Implementation of Simplified Acquisition Procedures).

• Future requirements will be reviewed and vetted, and future market research will be conducted to identify potential barriers to competition.
