Purpose & Justification
The Air Force requires specialized rotary wing airlift support for training Pararescue (PJ)/Combat Rescue Officer (CRO) and Combat Control (CCT)/Special Tactics Officer (STO) candidates, as well as instructor proficiency. ACHI is identified as the sole source because they are the only vendor operating both small and large airframe helicopters that meet specific personnel, litter, and lift capabilities. These requirements include AMC CARB certification, cabin doors and FRIES bars on both sides, a functional hoist rating to 550 lbs, a minimum of 8 NVGs for aircrew, and support for up to 8 combat personnel plus one instructor. ACHI also uniquely operates multiple airframes of the same type with a 36-hour replacement capability within 36 hours, ensuring mission continuation.
Scope of Work
The contractor will provide all necessary services, including fuel, personnel, equipment, tools, material, maintenance, and supervision, for rotary wing air operations within the Continental United States (CONUS). This encompasses supporting Alternate Insertion/Extraction (AIE) training, Tactical/CSAR scenarios, Terminal Air Control (TAC) training, and helicopter/HLZ operations for day/night, land/water environments. Performance locations are diverse, including Pope AAF/Fort Bragg/Camp Mackall (NC), Lake Havasu (AZ), Kirtland AFB/Belen Regional Airport (NM), and potentially Patrick SFB (FL) and Hondo/Boerne Lake (TX), JBSA Lackland & Camp Bullis (TX).
