Notice of Intent to Sole Source - Title: Aviation Software Licenses for Military Flight Dispatch and Integrated Navigation Data (INDS) Services for C-37A/B & C-39A Aircraft (Jeppesen ForeFlight, Inc.)

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for International & Domestic Flight Planning services, Heavy Tail Dispatch, and Runway Analysis licenses to support the U.S. Coast Guard Air Station Washington DC's (ASW) C-37A/B and C-39A Gulfstream aircraft fleet. These services are critical for safe, compliant, and reliable executive air transport for senior government officials.

• Provision of electronic Military Flight Bag (MFB) Performance license subscriptions, heavy tail dispatch subscriptions, and runway analysis subscriptions.

• Services must be compatible with existing Honeywell avionics and Jeppesen ForeFlight INDS software.

• Application must provide online and offline access to FAA and NGA-published data, including aeronautical charts, FLIP data, airport diagrams, and instrument approach procedures (IAP).

• Display of IAP and en route navigational charts in a seamless, geographically contiguous format.

• Provision of various charts and databases: terminal change notices, Class B enhanced graphics, FLY charts, visual chart supplements, Federal Aviation Regulations (FARs), airport/navigational databases, IFR planning/ocean charts, helicopter charts, and DOD planning documents/supplements.

• Inclusion of situation awareness features: GPS position display, near-real-time weather information (radar imagery, TAF, METAR, SIGMET, AIRMET), and Notices to Airmen (NOTAM).

• Display of obstacles and terrain data with proximity hazard annunciation.

• Preflight/in-flight planning functions including flight plan construction and filing (FAA and ICAO), weather brief generation, user-defined waypoints, printing of FLIP products, and distance measurement.

• Usability functions including iOS multi-touch gestures, night settings, and alerts for expired products.

• Compatibility with external GPS devices (BadElf) and ADS-B devices for "own-ship" location display.

• Specific licenses required: Dispatch: Heavy Tail (MTOW 41,000-107,600) for four aircraft, Runway Analysis for four aircraft (including takeoff, en route, and landing performance data for various runway conditions and wind conditions), and 13 Military Flight Bag (MFB) Pilot Licenses.

• Application must meet DISA IL5 security requirements.

• Application must be compatible with iOS 11.1.1 and subsequent releases.

• Display of IAP in a size no less than 85% of the standard published paper version without user zoom.

• Automatic gross navigational error detection.

• Automated oceanic crossing regulatory compliance.

• Must be incorporated into the training curriculum under the existing CG contract with Flight Safety International (FSI).

• Vendor must provide technical support, application updates, initial onboarding, training, and license management support.

• Security requirements include submission of a DoW Provisional Authorization Memo and Cyber Security Incident Response Plan within 30 days of contract award.

• Security incidents must be reported within 24 hours of discovery.

• Period of Performance: Primarily July 6, 2026, to July 5, 2027, with some services extending to February 1, 2027.

• Place of Performance: USCG Air Station Washington, 1 Reagan National Airport, Hangar 6, Washington, DC, 20593. Services are electronic, with no in-person visits expected.

• Vendor must supply 13 application licenses, each usable on at least one Apple iPad and one iPhone.

• Deliverables include DoW Provisional Authorization Memo, Cyber Security Incident Response Plan, Incident Reports, Remediation Plans, Corrected Deliverables, License Management Reports, and Training/Onboarding Materials.

• All deliverables and communications containing CUI, PII, or FOUO data must comply with DHS and USCG security policies.

• Use of ForeFlight solutions is subject to ForeFlight's EULA.
