Justification for Sole Source
The U.S. Embassy intends to award this contract to ETL Company Limited because they are identified as the only service provider in Vientiane, Laos, possessing the necessary infrastructure to meet the technical requirements. ETL is the existing service provider, ensuring seamless continuation of services without expected downtime. Replacing the current provider would necessitate considerable effort from Washington D.C.-based network engineers due to the atypical configuration required for OpenNet in Laos's internet environment. ETL is uniquely qualified, having successfully delivered existing services to acceptable levels and being the sole provider in Vientiane with redundant links for this critical connection. This acquisition is being conducted under FAR Part 13.106-1(b)(1), which permits soliciting from one source when only one is reasonably available for purchases not exceeding the simplified acquisition threshold.
