The work to be performed includes the supply of water and sewer services and purchase of water and sewer services. On Guam, Guam Waterworks Authority (GWA) is the only water service provider due to history of Government of Guam consolidation and its status as a legally mandated, self-supporting monopoly for water and wastewater services. GWA provides water to all the civilian population of Guam. GWA also provides water and wastewater service to military customers, including but not limited to Naval Base Guam (NBG), Marine Corps Base Camp Blaz (MCBCB), and Andersen Air Force Base (AAFB). GWA is responsible for the island’s public water supply, water distribution, and wastewater collection and treatment systems. Military installations are not able to provide potable water and wastewater service to all the Department of War (DoW) service areas on Guam. GWA is the only potable water and wastewater utility provider available for the areas that cannot be 100% served by DoW utilities.
