Notice of Intent to Sole Source to Newport Corporation

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Newport Corporation of Irvine, CA. The requirement is for the purchase of the following: 3 kilometer polarization-maintaining PANDA fiber, specifically the F-PM1550 with FC/APC terminations. Based on an approved Justification for Non-Competitive Procurement (JNCP), the agency has identified only one responsible source, and no other supplier will satisfy agency requirements. A redacted JNCP is attached to this Notice of Intent. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firms ability to be responsive without compromising quality, accuracy, and reliability.
