The Government states that while similar e-book resources may exist, this specific integrated collection is exclusively available directly from Ovid Technologies, Inc., and alternative products do not meet the required security compliance or offer the same comprehensive set of titles. This procurement will be conducted in accordance with FAR Part 13.106-1(b)(1)(i).
Response & Evaluation
All responsible sources are invited to submit a bid, proposal, or quotation for consideration. Responses must provide clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential offeror can fully meet the Government's stated needs.
