The Department of Education (ED or Department), Office of Federal Student Aid (FSA), intends to issue a sole source order utilizing FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services to Trade Center Management Associates, LLC (Unique Entity ID: FBMJWJUTP7Z2),1300 Pennsylvania Ave NW, Washington, DC 20004-3002. The order will procure conference space and related conference management services at the Ronald Reagan Building and International Trade Center to host the FSA Training Conference (FSATC) scheduled to be held March 4, 2026 to March 6, 2026.
FSA requires the following for the 2026 FSATC event.
- Provision of secure government-owned conference facilities, within two miles of the Department’s headquarters, capable of accommodating large conference (10+ event spaces and seating capacity of approximately 2000) and multiple concurrent breakout sessions.
- Audiovisual, lighting, and staging support suitable for presentations, panel discussions, and live demonstrations.
- Facility access and coordination support allowing FSA staff and authorized personnel early entry for setup, rehearsals, and post-event teardown.
- Room configuration and event setup services, including seating arrangements, signage placement, registration area, exhibit hall, and networking spaces.
- On-site event coordination and management, including liaison support between FSA and venue operations.
- Light refreshments (i.e., hot and cold beverages limited to water, tea, and/or coffee) for attendees and presenters during breaks, as authorized.
- Security and attendee screening in compliance with federal building access requirements.
- Accessibility compliance for all spaces, consistent with Section 508 and Americans with Disabilities Act (ADA) standards.
This is NOT a solicitation for competitive quotations or proposals. All responses received prior to the closing date of this notice will be considered by the Government to determine whether a qualified source can provide a more advantageous solution. The Government reserves the right, as its sole discretion, not to complete the proposed action based on the responses received. If no affirmative responses are received, an order will be issued directly to Trade Center Management Associates (TCMA).
