Justification & Capability Statement Requirements
The Government intends to award to Blue Door Creative Development Limited due to their demonstrated experience supporting leadership development initiatives for the U.S. Department of State, specialized facilitation capabilities, and understanding of Department of State objectives. This notice is not a request for competitive quotations. However, interested vendors may submit capability statements (not exceeding five pages, excluding resumes/references) demonstrating their ability to provide comparable services, including:
- Experience designing and facilitating leadership development programs for U.S. Government agencies, foreign governments, or similar complex clients.
- Experience supporting diplomatic, bilateral, intercultural, or international engagement programs with senior-level participants.
- Experience conducting stakeholder discovery, qualitative research, and customized content development.
- Experience developing and facilitating scenario-based exercises, executive workshops, and interactive leadership training.
- Capability to provide facilitation and operational support for international workshops or exchanges.
- Examples of at least two recent projects of similar scope and complexity within the last five years.
- Organizational information, staffing approach, relevant personnel qualifications, and SAM.gov registration/UEI number.
