THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a one-time, firm fixed price contract procure a Virtual Reality Simulator Eyesi Surgical Complete System for use in the Ophthalmology and Refractive Surgery Department Department at Naval Medical Center San Diego (NMCSD) in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.1061(b)(1)(i), only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to procure the Virtual Reality Simulator Eyesi Surgical Complete System that supports Graduate Medical Education (GME) and patient safety by allowing residents to practice microsurgical skills repetitively gaining dexterity until they reach proficiency. It allows for residents to gain surgical experience independent from patient/hospital flow, decreasing risks of complications such as vision loss and increasing the safety of surgery. The replacement of this simulator is crucial to ensure residents get the necessary hands-on training to meet educational requirements and to allow for continued practice of core surgical skills necessary for patient health and safety. The Eyesi simulator is the only one that has been validated in peer-reviewed publications and available on the market for the training of both cataract and vitreoretinal surgeries. In addition to the built-in curriculum that a trainee must work through in a step-wise fashion, the Eyesi simulator is also the only simulator available that comes with handheld instruments that mimic the instruments surgeons use inside the eye. The simulator has a specific curriculum that is aligned with GME requirements and curriculum standards for Ophthalmology Residents. Residents are required to practice and pass a specific syllabus on the Eyesi simulator prior to performing any intraocular surgeries on actual patients. It fulfills not only educational purposes but also supplements the medical readiness and skill sustainment mission.

Haag-Streit USA, Inc. is the only source that can meet the Government’s minimum requirements to provide the requested equipment and software mentioned above at NMCSD.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required eye surgery simulator for NMCSD. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
