Notice of Intent to Sole Source - Weapons Synthetic Training System

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a Weapons Synthetic Training System (WSTS) for Commander, Naval Surface Force, Pacific (COMNAVSURFPAC) to enable sailors to develop and sustain proficiency in small arms weapons handling and employment for Anti-Terrorism/Force Protection (AT/FP) missions.

• Provide and maintain a Weapons Synthetic Training System (WSTS) including software, hardware, and components.

• The system must support sustainment training and certification for the M18 pistol, 5.56mm rifle, and 7.62mm & .50 Cal machine guns.

• Deliver a turnkey solution with ongoing technical support and services.

• Systems must be wireless and not require connection to NMCI NIPR/SIPR systems.

• Include Department of the Navy (DoN) approved courses of fire, including CAT I, II, III, and IV combat qualification courses and decision-based engagement drills.

• Systems must be at Technology Readiness Level (TRL) 9 and Manufacturing Readiness Level (MRL) 10.

• Provide synthetic weapons: M18 pistol, M4A1 rifle, M240 machine gun, and M2 .50 Cal machine gun, with SMART programmable magazines/belts and instructor-induced malfunctions.

• Software must support human performance optimization (HPO) methods, including cognitive coherence, motion coherence, emotional modulation, memory, and adaptability to stress.

• System uptime of no less than 85%, with 95% uptime during scheduled training periods.

• Technical representative personnel must possess U.S. citizenship and current Navy Small Arms Marksmanship Instructor (SAMI) qualification or equivalent.

• Provide 24/7 remote software support, including updates and troubleshooting.

• Repair or replace faulty parts without charge during performance periods.

• Period of Performance: Annually from September 30, 2026, to September 29, 2027, with four one-year option periods through September 29, 2031.

• Place of Performance: Three government facilities located in San Diego, CA.

• Systems must be capable of training 1-5 shooters individually or up to 15-20 sailors in a group, with a training day capacity of 60 sailors.

• Support for various firing positions (forward, aft, right, left, above, below).

• Synthetic weapons must be zeroed at a simulated 25 meters and output a minimum of 150 PSI of air.

• Data storage in a central database for performance tracking and analysis.

• Systems must be adaptable for rapid onsite user development of scenarios and integration with existing DoD video databases.

• Untethered rifles and handguns required.

• Ballistics must match actual ballistics and track shots accurately from 175 meters, modeling flight arcs for engagements between 1.5 and 600 meters.

This document is a Special Notice announcing the government's intent to award a sole source contract to Conflict Kinetics Corporation for a Weapons Synthetic Training System (WSTS). The government will consider this information to determine if a competitive procurement is warranted. A decision not to compete the contract rests solely with the government.
