Justification for Sole Source
The sole source award to Monaco Enterprises, Inc. is justified because they are the original manufacturer and service provider for the existing Monaco D-21 System at Ellsworth AFB. The system utilizes proprietary software that MEI exclusively owns and does not authorize third parties to alter, making them the only source capable of upgrading the system without requiring a complete replacement of the entire fire alarm infrastructure. This procurement is authorized under FAR 12.102(a), 10 U.S.C. 2304 (c) (1), DOD FAR Supplement 206.302-1, and FAR 13.106-1(b)(1), and is supported by a Class J&A from AFICC. Market research confirmed that no other contractors could provide the required services.
