Quick Summary
The National Institute of Health, Clinical Center (NIH-CC) has issued a Notice of Intent to Sole Source for the installation of additional equipment, sensors, and testing/calibration services. NIH-CC intends to negotiate with Rees Scientific for the installation of 5.0 GHz wireless Resistance Temperature Detector (RTD) probes in 34 existing control temperature units within the pharmacy department. This notice is not a request for proposal. Interested parties capable of providing the required services must submit a capability statement by February 22, 2026.
Scope of Work
This requirement involves the replacement of existing Thermocouple Cable (TPT) probes with new 5.0 GHz wireless RTD probes in 34 control temperature units (CTU). The services include:
- Installation, testing, and calibration of all new RTD temperature probes.
- Provision of a 3-point calibration certificate for each installed and calibrated RTD probe.
- Updating REES software monitoring systems, computer workstation software, and communications applications.
- Removal of existing TPT probes and deployment of RTD probes for immediate use.

- Estimated Value: $56,331.45
- Period of Performance: March 1, 2026, to May 15, 2026 (for installation, calibration, and certification).

Justification & Response
The NIH-CC justifies the sole source to Rees Scientific, Inc. as they are deemed the only source capable of providing the required installation, calibration, maintenance, and software services. This is due to their specific vendor training, certification, proprietary software licenses, and access to technical knowledge bases for their Environmental Monitoring System (EMS).
All responsible sources that believe they can provide the required services may submit a capability statement via email to valerie.gregorio@nih.gov. The subject line must reference NOI-CC-26-003018. A determination not to compete this requirement, based on responses, is solely at the Government's discretion.
