Justification for Sole Source
The Louisville District intends to sole source this project to Sandhills Utility Service, Inc. because they are the exclusive local utility provider for Fort Bragg. They own, operate, and maintain the existing utility infrastructure to which the new microgrid must connect. Sole sourcing is deemed to mitigate the risk of future stranded assets, avoid potential disputes regarding conveyance, and expedite the transfer of operation and maintenance obligations.
