NASA/George C. Marshall Space Flight Center (MSFC) has a requirement to extend the contract period of performance for 3 months from April 1, 2026 through June 30, 2026. An additional 1-month option period is also planned for July 1, 2026 through July 31, 2026.

NASA/MSFC intends to issue a sole source contract modification to acquire the services from New Rights Group, Inc. (doing business as Development Seed) under the existing contract 80MSFC22CA004 using other than full and open competition as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

Development Seed will continue to use its subject matter expertise to develop a new novel data format to improve the accessibility of Earth observation data in the cloud. This development will prototype open-source software that enables efficient analysis and visualization of legacy data formats from NASA’s Earth science data archive. Development Seed will incorporate software upgrades and use their existing system knowledge and expertise to overcome challenges related to handling massive, multi-dimension data.

Development Seed will also continue to provide support to enhance the existing Commercial Smallsat Data Acquisition (CSDA) data system infrastructure. This includes development of new systems to communicate with program management for review and tracking, interfaces with vendors for data tasking, and integration with the existing data system for data delivery and distribution to end users. Such a system will allow CSDA to acquire and provide the most useful commercial data for its users, thereby maximizing investments in commercial data.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Brent Evans at brent.l.evans@nasa.gov not later than 2:00pm Central Standard Time on January 28, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government.
