• Evaluation: Award will be based on the lowest total price, determined by multiplying the proposed unit price by the estimated annual quantity for each CLIN and summing these amounts. The government will also assess price reasonableness. Bids must be valid for a minimum of 90 calendar days.

Eligibility & Requirements

• Technical Data Package (TDP): Access is mandatory and must be obtained prior to bid submission. The TDP is distribution code "A" (Approved for Public Release, Unlimited Distribution) and accessible via SAM.gov.
• SAM Registration: Bidders must be registered in the System for Award Management (SAM).
• Subcontracting Plan: Required for large businesses.
• Mandatory Fill-ins: Bidders must complete all necessary fill-ins and representations throughout the IFB (e.g., Standard Form 33, Sections B, E, J, and specific clauses in Section K). Failure to do so may result in bid rejection.
