NPDES Laboratory Testing Services for Oregon Columbia River

This solicitation is for National Pollutant Discharge Elimination System (NPDES) laboratory services for the Oregon Columbia River, specifically for the Bonneville and John Day hydroelectric facilities. The U.S. Army Corps of Engineers (USACE) requires these services to ensure compliance with NPDES permits, which regulate the discharge of pollutants into the environment. The contractor will be responsible for performing analytical services to demonstrate compliance with permit limits. USACE personnel will conduct all sampling and packaging of samples.

• Laboratory Accreditation: The laboratory must be accredited under the National Environmental Laboratory Accreditation Program (NELAP), or possess current accreditation from the State of Oregon or Washington State Department of Ecology for the required analytes. Exception: Certification is not required for the bioavailable aluminum test, but the lab must indicate access to and compliance with ASTM D8596-24.

• Analytical Methods: All analytical methods must be approved under 40 CFR part 136, unless otherwise specified.

• Deliverables: Accurate and complete analytical results provided electronically in a searchable PDF. For standard samples, reports are due within 10 business days of receipt; for short turnaround samples, within 5 business days. Access to an online database for chain of custody, receiving reports, and lab analysis is required.

• Supplies: The contractor must supply all materials and equipment for sample handling, collection, and preservation, including appropriately sized sample coolers, bottles, GHS labels, custody seals, absorbent pads, temperature blanks, sampling instructions, and shipping labels.

• Reporting: Electronic laboratory reports are to be submitted to specified USACE personnel. Discrepancies must be reported within 2 business days, with formal investigations for series of discrepancies within 10 business days.

• Period of Performance: February 27, 2026, to February 26, 2027.

• Estimated Samples: Approximately 2,598 samples are anticipated, including an optional quantity for unforeseen requirements.

• Pricing Arrangement: Firm Fixed Price.

• Offer Due Date: February 24, 2026, at 4:00 PM.

• Evaluation: The contract will be awarded to the responsible Offeror whose offer is most advantageous to the Government, based on price and other factors. The award will be made to the lowest priced offeror who meets eligibility requirements.

• Eligibility for Award: Offerors must submit proof of accreditation with NELAP, Oregon, or Washington State environmental laboratory accreditation programs.

• This acquisition is set aside for Small Business.

• NAICS Code: 541380 (Testing Laboratories), Size Standard: $19,000,000.00.

• The laboratory may be located anywhere in the Continental United States; OCONUS processing is not viable.

• The contractor is responsible for coordinating pickup and delivery schedules, and may need to use alternative couriers for John Day Dam due to historical FedEx issues.

• Security requirements, including FPCON and HPCON measures, must be adhered to by all contractor personnel.

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.202(b). The U.S. Army Corps of Engineers is seeking offers for services identified in the Performance Work Statement.
