Scope of Work
Contractors will provide comprehensive fresco conservation services, including stabilization, cleaning, inpainting, and/or reproduction of historic frescos located at the South Enslaved Quarters, North Enslaved Quarters, and Arlington House Hunting Hall within Arlington House. All work must adhere to the American Institute for Conservation of Historic and Artistic Works (AIC) Code of Ethics. Key deliverables include Initial and Final Condition Assessment and Treatment Plans, and Final Conservation Treatment Reports. Contractors are responsible for providing all necessary management, personnel, equipment, and supplies.
Amendment 0001 clarifies specific requirements: a Fellow of the AIC is an acceptable professional membership. A resume is sufficient for the Material Analyst role. Bakers style scaffolding is permissible and can be installed by the vendor without requiring certified personnel. Panels can be removed, and vendors should propose their best approach for this task.
Contract Details
This will be a Firm Fixed Price (FFP) Purchase Order. The anticipated Period of Performance is April 1, 2026, through March 31, 2027 (12 months). The applicable NAICS Code is 711510 – Independent Artists, Writers, and Performers, with a size standard of $9 million.
Submission & Evaluation
This procurement is conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR 13 (Simplified Acquisition Procedures). A mandatory site visit will be held on Tuesday, February 24, 2026. Contractors must RSVP by 3:00 PM on February 19, 2026. Attendance at this site visit is a prerequisite for submitting a quote. Quotes must be submitted by March 13, 2026, at 11:00 AM Eastern Time. Award will be based on a Best Value/Trade-Off evaluation. The evaluation factors are Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are considered of equal importance and are more important than Price.
