Solicitation / RFP / RFQ

This is a combined synopsis and solicitation (RFQ) for National Resources Inventory (NRI) data collection services in Southern Nevada for the USDA NRCS. The objective is to acquire specified inventory data from designated sample segments.

• Furnish personnel, supplies, materials, and incidentals for NRI data collection.

• Collect landscape information, soil component determinations, ecological site assignments, pasture condition, rangeland health assessments, plant identification and census, species composition, standing biomass, disturbance indicators, sagebrush shape/identification, resource concerns, conservation practices/needs, and plant cover/density/height.

• Enter collected data using NRCS-approved software (CASI) on hand-held computers.

• Submit all data to the Iowa State University Center for Survey Statistics and Methodology (ISU server).

• Data collection must adhere to the latest version of the National Resources Inventory Grazing Land On-Site Data Collection, Handbook of Instructions.

• Access to sample segments may require 4-wheeled vehicles and/or extensive hiking over rough terrain.

Statement of Work (SOW)

To acquire specified inventory data at data collection points within selected sample segment boundaries in Nevada, for both federal and non-federal lands, in accordance with NRCS standards.

• Collect inventory data on federal and non-federal lands using the NRCS National Resources Inventory (NRI) Grazing Land On-Site Data Collection Handbook.

• Data collection points are located in remote areas, potentially requiring 4-wheel drive vehicles and hiking over rough terrain.

• Secure landowner/operator permission for all private property access prior to entry.

• Collect detailed data on non-federal segments, including landscape information, soil components, ecological site assignments, pasture condition, rangeland health assessments, plant identification and census, species composition, biomass, disturbance indicators, sagebrush characteristics, resource concerns, conservation practices, plant cover, density, and height.

• Enter collected data using NRCS-approved Computer Assisted Survey Instrument (CASI) software on hand-held computers.

• Submit all data to the Iowa State University (ISU) server.

• Field Data Collection: May 1, 2026, to September 30, 2026.

• CASI data transmission: No later than 10 days after commencing field data collection at the segment, and all data transmitted by October 17, 2026.

• Location: Southern Nevada area, including USDI-BLM and On-Site Private Grazing Lands (OPGL).

• Contractor personnel must meet specific qualification standards (e.g., GS-454-11 Rangeland Management Specialist equivalent) and possess experience in rangeland assessment, plant identification, GPS use, soil survey interpretation, and rangeland health indicators.

• Mandatory NRCS training is required for Team Leaders and Crew Members.

• Data collectors must sign a Confidentiality Statement.

• Contractor must provide necessary equipment, including tapes, survey pins, clippers, scales, GPS equipment, digital camera, soil testing tools, and a computer with CASI software.
