• Quantities listed in the schedule are estimates.

• Items labeled as optional are not required to be exercised by the government.

• A site visit is scheduled for November 14, 2025, at 1100 ET, beginning at NRS Hamden, CT, and then proceeding to NRS Ansonia, CT. The visit is expected to last no longer than three hours.

• Contractors must submit pricing for all items.

• Invoices must be itemized, identifying specific tasks/requirements related to the contract line-item number (CLIN).

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure snow plowing and ice removal services for U.S. Forest Service locations in Ansonia and Hamden, CT.

• Furnish all labor, supervision, equipment, supplies, and transportation for snowplowing and ice melt services.

• Services required for U.S. Forest Service locations at 119 ½ Ford Street, Ansonia, CT and 51 Mill Pond Road, Hamden, CT.

• Specific tasks include snow removal from access roads, parking lots, driveways, and walkways.

• Sanding and salting services are required when surface conditions warrant, or as requested by the Contracting Officer Representative (COR) or Government Technical Monitor (GTM).

• Snow removal for driveways and parking lots in Ansonia is required for ≥ 2.5" cumulative snow before 7:00 AM Monday-Saturday, and by 10:00 AM on Sundays. Plowing is required as needed for ≥ 3" snowfall.

• Snow removal for driveways and parking lots in Hamden is required for ≥ 2.5" cumulative snow before 7:00 AM Monday-Saturday, and by 10:00 AM on Sundays. Plowing is required as needed for ≥ 3" snowfall.

• Care must be taken to avoid damage to parked vehicles and existing structures.

• Clearing of gates is the contractor's responsibility.

• Invoices must be detailed, itemized, and uploaded to IPP.gov.

• Contract Period of Performance: Base Year (December 2025 - September 2026) with four option years extending through March 2030.

• Seasonal Period of Performance: December 1st to March 31st annually.

• Locations: Ansonia, CT and Hamden, CT.

• Contractors must have active entity registration in SAM.gov.

• A MANDATORY Post Award Meeting is required prior to the performance period.

• Contractors and personnel must be qualified, capable, and licensed for snow plowing.

• No Government-furnished material or equipment will be provided.

• No secure storage is available for contractor's equipment or materials.

• No restrooms are available on site.

• Contractor is responsible for any damage to Government or personal property.

• Contractor will be provided an access card/FOB for gate access and is responsible for its safekeeping.
