• Funds are not presently available for this effort; award is contingent on fund availability.

• The Government reserves the right to cancel this solicitation.

Statement of Work (SOW)

To ingest, filter, analyze, and display near real-time water level measurements using GNSS-IR data in a publicly viewable dashboard for five National Park Service (NPS) sites. The service also aims to correlate this data with established traditional water level recording stations to confirm accuracy and determine datum offsets.

• Download GNSS-IR files (RINEX 3 format) for five specific NPS sites for the past three years or since the NTRIP station was established.

• The five sites are: Assateague Island National Seashore (MD), Cape Lookout National Seashore (NC), Fort Raleigh National Historical Site (NC), Everglades National Park (FL), and a partner site in Kotzebue, AK.

• Filter and process the data using GNSS IR calculations/algorithms.

• Create a dashboard for each site displaying near real-time and past water level measurements.

• Correlate GNSS data with the nearest or most appropriate traditional water level recording station.

• Compare GNSS and tidal station data to determine accuracy and report the water level datum offset.

• The contractor will host the dashboard for one year.

• The contractor must provide personnel, expertise, equipment, and non-personal services. No travel is required.

• Period of Performance: Estimated 9/1/2026 – 5/1/2028.

• Place of Performance: Virtual, at the Contractor's office. No travel is required.

• Post-award coordination meeting.

• Data processing and dashboard creation for the first site (30% of contract cost).

• Revised dashboard based on NPS review (10% of contract cost).

• Repeat process for the remaining four sites (40% of contract cost).

• Publicly accessible dashboard hosted for one year (10% of contract cost).

• Final report on assessment and analysis of reflectometry, including quotes for annual dashboard service continuation (10% of contract cost).

• Coordinate with designated NPS points of contact.

• Furnish all necessary equipment, tools, materials, and supplies.

• Be responsive to NPS staff feedback and provide troubleshooting support.

• Provide quarterly progress reports and a final report.

• Ensure any subcontractors are qualified and compliant with contract terms.

• All project information and data are considered government property and must be protected from unauthorized release.
