Quick Summary
The Defense Logistics Agency (DLA) Aviation has issued a Justification for Other Than Full and Open Competition for the sole source acquisition of 28 ABSORBER ASSY, VIBRA units (NSN 1680-01-420-6882 / PN 70219-02159-041) for BLACK HAWK UH-60A helicopters. This procurement is restricted to the Original Equipment Manufacturer (OEM).
Purpose & Scope
This document justifies the non-competitive acquisition of critical vibration absorber assemblies. The DLA requires 28 units of the ABSORBER ASSY, VIBRA to support the BLACK HAWK UH-60A helicopter fleet. The estimated value of this acquisition is under the $750,000 approval level.
Contract Details
- Type: Firm Fixed Price (FFP)
- Acquisition Type: Justification for Other Than Full and Open Competition (Sole Source)
- Set-Aside: Restricted to the Original Equipment Manufacturer (OEM)
- Structure: Anticipated to be awarded against a Basic Ordering Agreement (BOA)
- Options: No options for increased quantity or extension of the term
- Place of Performance: Richmond, VA, United States
- Product Service Code: 1680 (Miscellaneous Aircraft Accessories And Components)
Justification for Sole Source
The DLA has determined that the OEM is the only known source capable of furnishing the required supplies. The OEM is unwilling to sell data rights, and the development of a technical data package for full and open competition would be cost-prohibitive due to the extensive reverse engineering required. A Sources Sought notice was posted on April 15, 2025, which resulted in only one expression of interest.
Response Information
This notice is a justification for a sole source procurement, and a competitive solicitation is not planned. A synopsis was posted to FBO, and a letter solicitation will apply. Interested sources may submit source approval packages for DLA Aviation's consideration.
