- Export control restrictions apply; offerors and manufacturers must have an active United States/Canada Joint Certification Program (JCP) certification to access export-controlled data. The acquisition contains technical data restricted by the Arms Export Control Act.
Submission & Evaluation
- Proposals must be submitted electronically. Offerors must acknowledge their ability to support the requirement for the full five-year period.
- Evaluation will be based on technical acceptability, price, and past performance, with technical acceptability being paramount. The Government may award to other than the lowest priced or highest technically rated offeror, based on best value.
