This is a five-year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price solicitation for STARTER, ENGINE, HYDR (NSN: 2995-01-079-9316, PN: 70651-03210-101). The requirement is for limited sources: Sikorsky Aircraft Corporation (CAGE 78286), Eaton Aerospace LLC (CAGE 62983), and Jamaica Bearings Co Inc (CAGE 04836). If only one proposal is received, it will be evaluated as a sole source action.

• The primary deliverable is STARTER, ENGINE, HYDR.

• Packaging and Marking must comply with MIL-STD-2073-1 codes and be suitable for military level preservation and packing.

• Reusable containers are required and must be priced separately.

• IUID Markings are required per DFARS clause 252.211-7003.

• First Article Test (FAT) is required. The FAT unit will not be retained as a material standard and will not be destroyed during testing. The FAT report must be submitted in English.

• Arms Export Control is applicable; the Technical Data Package will be provided via the DOD SAFE site.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price.

• Period of Performance: Five years.

• Minimum Quantity: 12 each (to be met or exceeded by the first delivery order).

• Maximum Quantity: 72 each.

• Funds will be obligated/cited upon issuance of each delivery order.

• Proposals must be submitted electronically.

• Offerors must acknowledge their ability to support the requirement for the full five-year period.

• Evaluation will be based on technical acceptability, price, and past performance. Technical acceptability is paramount.

• The Government may award to other than the lowest priced or highest technically rated offeror, based on best value.

• Key deadlines: First Article Test (FAT) is 5 days, FAT report submission is 15 days after FAT, Government review is 45 days.

• This requirement is for limited sources only.

• Sources must be approved by the prime manufacturer or the Government.

• Non-manufacturers must obtain source approval prior to award.

• The technical data package (TDP) will be provided via the DOD SAFE site, and interested parties have 7 calendar days to retrieve it.

• Offerors must have current Joint Certification Program (JCP) certification to access export-controlled data.

• Accelerated delivery is encouraged at no additional cost to the Government.

• WAWF (Wide Area Workflow) is required for payment requests and receiving reports.

The government intends to procure a minimum of 12 each up to a maximum of 72 each.

• The item is a STARTER,ENGINE,HYDR.

• Production Lead Time (PLT) with First Article Testing: 12 each, 810 Days After Contract Award (DACA).

• PLT without First Article Testing: 12 each, 540 DACA.

• Deliveries are to TRACEY, CA, 95304-5000.

• Contract Type: Five-year Indefinite Delivery Indefinite Quantity (IDIQ).

• Firms must meet prequalification requirements to be eligible for award.

• Firms that can produce the required item are encouraged to identify themselves and seek source approval.

• Export control restrictions apply; offerors and manufacturers must have an active United States/Canada Joint Certification Program (JCP) certification to access export-controlled data.

• Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources.

• The acquisition contains technical data restricted by the Arms Export Control Act or the Export Administration Act.

Sources Sought

This Sources Sought Synopsis (SSS) is for market research by the Defense Logistics Agency to identify potential manufacturing/supply sources for a STARTER,ENGINE,HYDR, NSN: 2995-01-079-9316, Part Number: 70651-03210-101, used in the BLACKHAWK weapon system. The government is seeking to determine if future efforts can be competitive or set aside for small businesses.

• The part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by DoD-STD-100.

• Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part.

• The acquisition is currently being procured under FAR 6.302-1(a)(1) due to a limited number of responsible sources.

• Contractors must meet prequalification requirements.

• The contractor will be responsible for recurring and nonrecurring engineering services, supply chain management, logistics, forecasting, material forecasting, obsolescence issues, and final delivery.

• NAICS Code: 336412 (Size Standard: 1500 employees).

• This is not a solicitation; responses to this SSS will not receive a response.
