Sources Sought Notice

This notice is a Sources Sought for Industrial Facility Support Services (FSS) for Naval Surface Warfare Center Indian Head Division (NSWC IHD). It is for market research purposes only and is not a Request for Quote, Proposal, or Invitation for Bid. The government is seeking information to determine potential sources for comprehensive facility support services.

The services required include sustainment, restoration, and maintenance of NSWC IHD's energetic manufacturing base. This encompasses facility planning, development, inspection, repair, restoration, and modernization efforts. Specific personnel support includes:

• Engineering (Mechanical and Electrical Industrial Facilities Engineers)

• Safety Compliance (SOH programs, hazard communication, explosive handling standards)

• Tradesmen (Electricians, HVAC, Fire Alarm, Plumbers, Automation, Welders, Carpenters, Roofers, Network/Communication Technicians)

• Facilities Operation & Maintenance (Grounds maintenance, industrial maintenance, general upkeep)

• Maintenance Oversight, Facility Manager, Fleet and Assets Management, and Data Management Support.

• The North American Industrial Classification System (NAICS) Code is 811310 (Commercial and Industrial Machinery and Equipment repair and maintenance) with a small business size standard of $25.5M.

• The Product Service Code (PSC) is Z1EZ (Maintenance of Other Industrial Buildings).

• Interested contractors should submit a brief capabilities statement package (max 6 single-sided pages or 3 double-sided pages).

• The package must include Enclosure (1), Sources Sought Questionnaire, organization details, point of contact, taxpayer ID, and SAM.gov UEI/CAGE code.

• Email subject line must include the company name.

• Responses are due by 02:00 PM (EST) on Thursday, 04 June 2026.

• Submissions must be sent electronically to Kara Walter via email to NSWC_IHD_CODE_0262@us.navy.mil.

• No telephone calls, hardcopies, or facsimiles will be accepted.

• Businesses must be registered in the SAM.GOV database under the appropriate NAICS code prior to submission to be eligible for award of Government contracts.

• This notice is preliminary and subject to amendment.

• Information submitted is voluntary and will not be compensated.

• Restrictive or proprietary markings should not be used.

• If a solicitation is released, it will be synopsized in SAM.GOV.

• This is market research and will not be released outside the Contracting Office.

• Evaluation letters will not be issued to respondents.
