This is a Sources Sought Notice (SSN) from Naval Surface Warfare Center Indian Head Division (NSWC IHD) for Professional Facility Support Services (FSS). The SSN is for market research purposes only and is not a Request for Quote, Proposal, or Invitation for Bid. It aims to identify potential contractors capable of providing comprehensive FSS for NSWC IHD's energetic manufacturing base, supporting the full lifecycle of facilities and equipment.

The contractor will be expected to provide qualified personnel with experience in energetics and energetics manufacturing to support:

• Project Management Support (requirements definition, cost/schedule management, lifecycle analysis).
• Design Engineering Support (new/modified facilities and systems, process controls, electrical/mechanical systems, LOHE).
• Engineering Review and Analysis Support (calculations, analyses, blast/structural analysis, technical drawing reviews).
• Documentation and Organizational Support (SOPs, QPPs, work permits, configuration management).
• Construction and Quality Support (inspection, quality review, oversight). Personnel will include Program & Project Management, Engineering & Technical Staff (engineers, scientists), and Configuration & Documentation Support.

This is a Sources Sought Notice, not a solicitation. No contract details are available at this time.

Interested contractors should submit a brief capabilities statement package (max 6 single-sided pages or 3 double-sided pages) demonstrating their ability to perform the requested services. The package must include business information as per Enclosure (1), Sources Sought Questionnaire. Responses are due electronically by 02:00 PM (EST) on Thursday, 04 June 2026, to NSWC_IHD_CODE_0262@us.navy.mil. The email subject line must include the company name. No telephone calls, hardcopies, or facsimiles will be accepted. Responses received after the deadline or without required information will not be considered. This is for market research only; evaluation letters will not be issued.

The North American Industrial Classification System (NAICS) Code is 541330- Engineering Services, with a small business size standard of $25.5M. Businesses must be registered in SAM.GOV under the appropriate NAICS code prior to submission of an offer to be eligible for award of Government contracts.
