Purpose & Background

NSWC PCD aims to leverage an OTA under 10 U.S.C. §§ 4021 and 4022 to engage a broad range of traditional and non-traditional defense contractors, academia, and research institutions. The selected Consortium Management Firm will manage the "SLAM2ER" (Seabed-Subsea, Littoral, Asymmetric-Autonomous, Mining and Mine Hunting, Expeditionary, Robotic) Consortium, fostering innovation and rapid delivery of capabilities to the fleet.

Scope of Work for Consortium Management Firm

The selected firm will serve as the single point of contact for the Government and be responsible for:

  • Consortium Administration: Establishing legal and operational frameworks, including governing structure and membership agreements.
  • Member Recruitment & Engagement: Attracting, recruiting, and retaining a diverse membership, with a focus on non-traditional defense contractors.
  • Project Solicitation & Management: Collaborating with the Government to develop and issue calls for white papers/proposals, managing responses, conducting merit-based evaluations, and making award recommendations.
  • Project Award & Execution: Awarding, managing, and monitoring project-level agreements or sub-awards to consortium members.
  • Financial Management: Handling all financial aspects of the OTA, including membership fees (if applicable), funding distribution, and detailed reporting.
  • Collaboration & Communication: Facilitating interaction between the Government and consortium members through workshops, industry days, and an online portal.

The OTA is anticipated to cover a wide range of technical areas, including but not limited to:

Projects under this agreement may involve classified requirements up to TS-SCI, though the Consortium Management Firm will not require direct access to classified information.

Submission Requirements

Interested parties must submit a white paper (PDF or MS Word) of no more than ten (10) pages. The submission should include:

  • Cover Page: Corporate information (Company Name, Address, Website, CAGE Code, UEI, Business size under NAICS 541611, POC).
  • Statement of Capability (2-9 pages): Narrative describing corporate expertise in managing consortia, OTAs, member recruitment, competitive solicitations, financial management, and collaboration. It should also include past relevant experience (3-5 years) and specific information addressing strategies for non-traditional contractors, services offered, evaluation approach, accounting systems, business model, member changes, foreign members, fee structure, dues, facility clearance status, award timeframe, and processes for unilateral changes.
