NSWCCD Electron Beam Welding Qualification

This is a combined synopsis/solicitation for commercial items, prepared in accordance with Federal Acquisition Regulation (FAR) as supplemented. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for NSWCCD electron beam welding qualification. This announcement is the only solicitation, and a written solicitation will not be issued. The NAICS code is 541330.

• Develop Electron Beam (EB) weld procedures in accordance with reference 2.4.

• Manufacture a minimum of three Nickel Aluminum Bronze (NAB) "S1L" part configurations as defined in the PWS references for welding qualification.

• Conduct 100% self-inspection, maintain ISO9001:2015 compliant quality controls, ensure workmanship meets drawing requirements, and properly store, handle, and ship all unclassified materials and Distribution C drawings.

• Furnish all labor, equipment, and additional materials necessary for the task.

• Welders must hold current certification to AWS D17.1 (2012 or newer).

• Government will provide NAB GFM within thirty calendar days after contract award.

• Contractor shall machine a minimum quantity of "S1L" piece parts for three "S1L" assemblies.

• Perform NDT inspection of each NAB piece part.

• Develop or possess a qualified welding procedure approved by NAVSEA for VIRGINIA Class propulsor hardware.

• Deliverables include various reports, quality plans, welding procedures, test reports, and property reports (CDRLs).

• Contract type: Firm Fixed Price (FFP).

• Period of Performance: Six months from the date of contract award.

• Delivery Period: From 15 Jul 2026 to 30 Sep 2028.

• Quotes are due by July 06, 2026, at 12pm EST. Late quotes will not be considered.

• Quotes must be sent via email to michael.s.brodie7.civ@us.navy.mil and include a cover sheet with Company Name, Point of Contact, Cage Code, and SAM UEI number.

• Evaluation Factors: Technical Capability/Approach and Past Performance.

• Award will be made to the responsible quoter whose quote is technically acceptable and most advantageous to the Government, considering past performance and price.

• The Government intends to evaluate quotations and award a contract without discussions.

• This RFQ is for unqualified NSWCCD electron welding contractors only. NSWCCD electron welding qualified contractors are not interested parties.

• CMMC Certification: Quoters must provide documentation demonstrating CMMC Level 2 (self) certification or their CMMC UID number.

• Questions/clarifications must be submitted via email to michael.s.brodie7.civ@us.navy.mil by June 24, 2026, at 12pm EST. All questions will be answered in an amendment.

• Controlled Unclassified Information (CUI) will be handled, marked "For Official Use Only (FOUO)", and transmitted via SAFE (https://safe.apps.mil/).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to perform Electron Beam (EB) welding qualification tasks to support the manufacture and delivery of United States Navy submarine propulsors. The objective is to qualify an unqualified contractor for EB welding production.

• Perform EB welding qualification tasks in accordance with specified references.

• Develop EB weld procedures.

• Manufacture a minimum of three Nickel Aluminum Bronze (NAB) "SIL" part configurations for welding qualification.

• Conduct 100% self-inspection and maintain ISO 9001:2015 compliant quality controls.

• Ensure all workmanship meets drawing requirements.

• Properly store, handle, and ship all unclassified materials and Distribution C drawings.

• Furnish all labor, equipment, and additional materials.

• Machine "SIL" piece parts from Government Furnished Material (GFM).

• Perform dimensional inspection, nondestructive surface inspection (NDT), and final certification of piece parts.

• Possess or develop a qualified welding procedure approved by NAVSEA.

• Perform weld qualification tests if a new weld procedure is required.

• Clean all piece parts to remove contamination before and after welding.

• Dispose of produced piece parts and return unused GFM to the Government.

• Quality system must meet ISO 9001:2015 or later.

• Material certifications must show use of domestic materials per DFAR Specialty Metal requirements.

• Welders must hold current certification to AWS D17.1 (2012 or newer).

• Measurement equipment must have proof of calibration traceable to a nationally recognized standard.

• Measurement uncertainty for dimensional inspection devices must be within +/- 20% of the feature tolerance.

• Notify Government of non-compliant piece parts within five business days.

• Period of Performance: Six months from the date of contract award.

• Delivery Location: Naval Surface Warfare Center, Carderock Division, West Bethesda, MD.

• Maintain a minimum Confidential level security clearance for personnel and workspace.

• The qualification effort is CUI, but the formal work is Confidential.

• Electron Beam Welders require current AWS D17.1 certification.

• Government will provide NAB GFM within thirty calendar days after contract award.

• Utilize SAFE for encrypted electronic file transmittal of CUI and DISTRIBUTION D-type documents.

• Mark CUI as "For Official Use Only (FOUO)".

• Mark technical documents with "DISTRIBUTION STATEMENT D".
