Scope of Work
The contractor will provide all necessary personnel, supervision, and resources to manage and operate an offsite warehouse. This includes the complete lifecycle of offsite warehousing and material delivery services, encompassing policy support, financial and physical accountability, training, performance monitoring, and process improvements for Operating Materials & Supplies (OM&S) and Plant Property & Equipment/Asset Management (PP&E/AM). The facility must be secure, fully operational, and located within 60 miles of Dahlgren Naval Base, VA. Services include material handling, inventory and asset management (98% accuracy target), and strict segregation of NSWCDD materials.
Mandatory Requirements
Offerors must meet and maintain the following:
- Facility Security Clearance: SECRET, as contractor personnel will access classified Government networks.
- Personnel Security Clearance: Minimum SECRET clearance for all individuals supporting the contract.
- Facility Location: Within 60 miles of Naval Surface Warfare Center, Dahlgren, VA (6149 Welsh Rd).
- Facility Management: Provide 20,000-30,000 sq ft of floor space (half bulk, half rack), with dock and grade level loading (minimum 14’x14’ doors). The facility must be operational within 90 days of contract award.
Contract Details
The Government contemplates a Firm Fixed Price contract with a 12-month Base Period and four (4) 12-month Option Years, totaling 60 months if all options are exercised. The applicable NAICS Code is 493110.
Submission Requirements
Interested 8(a) small businesses are invited to submit capability statements, not exceeding ten (10) pages (font size nine or greater), addressing:
- Capabilities related to the attached draft PWS, including relevant experience.
- Qualifications and security clearance levels of personnel, identifying team members.
- Ability to meet all mandatory requirements.
- Specific past performance as a Prime Contractor on similar scope/size work within the last five years.
- Prospective Sub-contractors and adherence to FAR 52.219-14.
- Alignment of proposed labor categories with the draft PWS and Attachment 2, or recommended alternative labor mixes.
