This RFI is issued by Naval Surface Warfare Center Dahlgren Division (NSWCDD) for market research purposes to identify prospective vendors interested in managing and operating an offsite warehouse for unclassified government materials. • Facility Location: Must be within 60 miles of Naval Surface Warfare Center in Dahlgren, VA.

• Facility Management: 20,000-30,000 sq ft of floor space (half bulk storage, half rack space) with dock level and grade level loading capabilities. Facility must be operational within 90 days of award.

• Contract Type: Anticipated Firm Fixed Price.

• Period of Performance: 12-month Base Period plus four (4) 12-month Option Years (total 60 months).

• Request for Capability Statements: Interested 8(a) small businesses should submit capability statements (max 10 pages, font size 9+) addressing:

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to support the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Property Management Division (Code 107). The support encompasses Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E)/Asset Management (AM), and Purchase Requisitions (PR), focusing on policy, compliance, and accountability for government property.

• Offsite Warehousing and Logistics Operations: Manage and operate an offsite warehouse for receipt, storage, handling, and delivery of unclassified government materials.

• Facility Requirements: Secure, fully operational warehouse facility (20,000-30,000 sq. ft.) located within 60 miles of Dahlgren Naval Base, VA. Must include specific floor load, ceiling height, dock/grade level loading, space for government vehicles and visitor parking, and a fire suppression system. Facility must only house unclassified material.

• Material Handling and Delivery: Manage the complete process of receiving, processing, and delivering materials within 2 business days of arrival. Contractor is responsible for all transportation costs.

• Inventory and Asset Management: Ensure accuracy and accountability of government property, maintaining a 98% accuracy rate in the Navy Enterprise Resource Planning (N-ERP) system. Report discrepancies within 24 hours.

• Material Segregation: Maintain strict separation of all NSWCDD materials from any other entity's property.

• Program Management and Support: Provide program management for efficient and effective performance, including documentation, reporting, policy/process improvement analysis, and stakeholder engagement.

• Transition Support: Ensure seamless transition of operations, including a full physical inventory with 100% accuracy during transition periods.

• Warehouse facility operational within 90 days of award.

• 98% inventory accuracy.

• 95% of materials processed within 2 business days.

• 95% of deliveries on time.

• Zero instances of commingling of NSWCDD property.

• 100% of CDRL items delivered on time and accurately.

• At least one process improvement opportunity identified quarterly.

• 95% customer satisfaction rate for stakeholder engagement.

• Performance is expected to occur at an offsite warehouse facility located within 60 miles of Dahlgren Naval Base, VA.

• Travel may be required to various representative locations including Washington D.C., Fredericksburg, VA, Dam Neck – Virginia Beach, VA, and Indian Head, MD.

• Security: Prime Contractor requires a SECRET Facility Clearance Level (FCL). All personnel require a SECRET security clearance. Work may involve classified information up to the SECRET level.

• Personnel Qualifications: Personnel must possess required qualifications, experience, security clearances, licenses, and certifications.

• Training: Mandatory training (e.g., Information Assurance, Environmental Awareness, OPSEC, Privacy) is required for contractor personnel.

• Government Furnished Property (GFP): GFP may be issued and is identified in attachment J.03. Contractor is responsible for costs related to its use.

• Non-Personal Services: The government will not supervise contractor employees or control the method of performance.

• Deliverables: Includes monthly reports, presentation materials, conference reports, cyber security reports, hazardous materials management reports, inventory reports, and others as detailed in CDRLs.
