Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is hosting a virtual Big Blue IV (BB4) MAC Contract Industry Day on March 18, 2026, from 1000 – 1100 EDT. This event aims to inform industry partners about the next-generation requirements for the BB4 MAC Contract, which supports the transition of Hull, Mechanical & Electrical (HM&E) machinery technology to the U.S. Navy fleet and various Navy Modernization Programs.
Purpose of Industry Day
NSWCPD will discuss the upcoming BB4 MAC Contract requirements to enable industry partners to strategize approaches for meeting future demands. A DRAFT Statement of Work (SOW) is attached to the announcement for background information. All briefings and discussions will be unclassified.
Future Contract Scope (BB4 MAC)
The DRAFT SOW outlines requirements for installation and technical services to upgrade HM&E systems and deploy technologies that enhance availability, reliability, and ship mission readiness while decreasing maintenance. The scope includes:
- Services: Design, development, build, testing, prototype engineering, technology insertion, performance analysis, system integration, installation support, logistics, training, program management, and on-site technical support.
- Platforms: Primarily U.S. Navy Surface Ships, Carriers, Submarines, Service Craft, as well as Foreign Military Sales (FMS), Military Sealift Command (MSC), land-based test sites, and other DOD platforms.
- Tasks: Industrial support for major modernization programs, critical-path Ship Changes (SCs), and Alterations (SHIPALTs), covering component-level digital upgrades through system-level HM&E and Electronic system upgrades. Ship/system maintenance and repair services may also be included when concurrent with SC/Alteration efforts.
- Place of Performance: Various government sites and shipyards worldwide, including major naval bases in the US (e.g., Norfolk, San Diego) and international locations (e.g., Japan, Spain, Bahrain).
- Special Requirements: Non-personal services, U.S. citizen personnel, potential SECRET clearances, NAVSEA 09MP approved Quality Management System (QMS), and contractor presence in Norfolk and San Diego areas with specific shop capabilities.
