Scope of Work

The ESS efforts include:
- Maintaining, troubleshooting, and repairing fielded NTCDL systems.
- Providing Casualty Report (CASREP) and ship visit support.
- Implementing software and cyber updates.
- Addressing obsolescence issues.
- Hardware and software design and development for fielded and future systems.
- Supporting installation and System Operational Verification Test (SOVT) of new NTCDL systems.

Justification for Sole Source
BAE Systems is identified as the original designer, developer, and manufacturer of the NTCDL system. The Government asserts that BAE is the only source presently qualified to continue the NTCDL program's near-term requirements without causing unacceptable program delays in fulfilling Navy requirements or incurring substantial, unrecoverable duplication of cost to the Government.
