Quick Summary

The Department of the Army has posted a Special Notice regarding a Justification & Approval (J&A) for other than full and open competition. This J&A facilitates the issuance of calls under existing Blanket Purchase Agreements (BPAs) for Non-Tactical Vehicles (NTVs). These NTVs are required to support Special Operations Command Europe (SOCEUR) during the Trojan Footprint 2026 multinational exercise across the U.S. European Command (EUCOM) Area of Responsibility. The J&A is posted due to a FAR 2.0 overhaul.

Scope of Work

SOCEUR requires the lease of various NTVs, including SUVs, pickup trucks, cargo vans, 9-passenger vans, and 12-passenger vans. These vehicles are essential for personnel movement, logistics, and mission execution during the Trojan Footprint 2026 exercise. Simultaneous delivery is required across multiple countries, including North Macedonia, Georgia, Greece, and Poland, with specific timelines aligned to the exercise execution.

Contract & Timeline

  • Type: Justification & Approval for Firm Fixed Price (FFP) calls under existing BPAs.
  • Period of Performance: May 4, 2026, to May 25, 2026 (including options/extensions).
  • Response Date (for J&A): March 15, 2026, 1:00 PM EDT.
  • Published: March 10, 2026.
  • Product Service Code: W023 (Lease Or Rental Of Equipment: Ground Effect Vehicles, Motor Vehicles, Trailers, And Cycles).

Eligibility & Set-Aside

This requirement is Not Applicable for small business set-asides, as the performance will be OCONUS. The justification for other than full and open competition is based on national security concerns, as public disclosure of agency needs could compromise national security. The solicitation will be issued to the eight (8) existing vendors on the 409th CSB NTV-BPA.

Evaluation & Submission

The government anticipates receiving offers from the existing BPA vendors, indicating adequate competition within this BPA. Selection will be based on the ability to meet location-specific delivery requirements identified during market research.

Additional Notes

Market research confirmed that while vehicle types are commercially available, only a limited number of vendors demonstrated the capability for multi-country, synchronized delivery for U.S. military exercises. Alternatives such as organic military vehicles, full and open competition, and GSA Europe Fleet were deemed not feasible or not in the Government's best interest. Failure to secure these vehicles could jeopardize the exercise, disrupt troop movement, and degrade readiness and interoperability.
