Eligibility & Set-Aside
This requirement is Not Applicable for small business set-asides, as the performance will be OCONUS. The justification for other than full and open competition is based on national security concerns, as public disclosure of agency needs could compromise national security. The solicitation will be issued to the eight (8) existing vendors on the 409th CSB NTV-BPA.
Evaluation & Submission
The government anticipates receiving offers from the existing BPA vendors, indicating adequate competition within this BPA. Selection will be based on the ability to meet location-specific delivery requirements identified during market research.
Additional Notes
Market research confirmed that while vehicle types are commercially available, only a limited number of vendors demonstrated the capability for multi-country, synchronized delivery for U.S. military exercises. Alternatives such as organic military vehicles, full and open competition, and GSA Europe Fleet were deemed not feasible or not in the Government's best interest. Failure to secure these vehicles could jeopardize the exercise, disrupt troop movement, and degrade readiness and interoperability.
