Quick Summary
NAVSEA is conducting a Sources Sought for a Nuclear-Powered Emergent Submarine Repair Basic Ordering Agreement (BOA). This is for market research and acquisition planning purposes, not a request for proposals. The Government seeks information from specialized contractors capable of providing unique supplies, technical/engineering services, and nuclear-related trade labor for nuclear-powered submarines and associated platforms. Responses are due June 5, 2026.
Scope of Work
The requirement involves supporting:
- Nuclear-Powered Submarines
- Special Mission Submersibles and Host Submarine Interfaces
- Nuclear-Powered Moored Training Ships
- Submarine Support Facilities
Contractors must handle Controlled Unclassified Information (CUI) and are anticipated to require Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO). Vendors must also possess current nuclear qualification/certification.

Evaluation
Responses will be used for market research to identify interested and capable parties, especially small businesses, and to inform the Government's procurement strategy. The Government notes that this requirement may be a limited competition between General Dynamics Electric Boat (GDEB) and Huntington Ingalls Industries Newport News (HII-NNS), as they are the only known nuclear-qualified shipyards capable of this work. A decision not to compete this effort is at the Government's discretion.
