Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for providing Nurse Practitioner (NP) or Physician Assistant (PA-C) services at the Pine Ridge Hospital and associated Pine Ridge Service Unit (PRSU) facilities. The primary goal is to ensure continuity of care and compliance with Indian Health Service (IHS) mission standards due to high patient demand and limited permanent staffing.

• Provide comprehensive outpatient services, including diagnostic, preventive, and therapeutic services for eligible patients.

• Manage common acute illnesses/injuries and chronic diseases in a rural setting.

• Offer women's health services (e.g., pelvic exams, Pap smears) as within scope and granted privileges.

• Perform minor urgent care procedures (e.g., laceration repair, splinting/casting).

• Provide patient education and counseling on health risk reduction.

• Consult with PRSU physicians for complex cases, admissions, and referrals.

• Provide emergency stabilization and transfer services.

• Offer services at PRSU outpatient clinics and designated outreach venues.

• Document all encounters in the PRSU Electronic Health Record (EHR).

• Contractor personnel must maintain a high level of professional knowledge, skills, and abilities in outpatient medicine.

• Services are considered mission essential, directly impacting patient health and well-being.

• Productivity standards are defined for patient encounters (high-complexity vs. low-complexity).

• Peer reviews will be conducted to evaluate quality, appropriateness, and effectiveness of care.

• Contractor must maintain a quality control program.

• Period of Performance: A six (6) week base period plus twenty-five (25) six (6) week option periods, for a potential total of thirty-six (36) months.

• Place of Performance: Pine Ridge Service Unit (PRSU), including Pine Ridge Hospital and four outlying clinics, and one mobile unit in Pine Ridge, South Dakota.

• Tour of Duty: Monday-Friday 8:00 AM to 7:00 PM MST, and Sunday 12:00 PM to 5:00 PM MST. Extended hours may be required for patient safety or documentation.

• Contract Type: Firm-fixed-price, non-personal services contract.

• Staffing: Contractor is responsible for staffing, scheduling, and providing qualified replacement personnel.

• Qualifications: Must hold an active, current, unrestricted NP or PA-C license; maintain national certification; not be excluded from Medicare/Medicaid; meet PRSU Medical Staff requirements; possess BLS/ACLS certifications.

• Background Investigation: All personnel must complete a federal background investigation and obtain a Tier 2 Security Clearance and PIV card.

• Health Requirements: Must comply with PRSU Employee Health Program, including required immunizations (e.g., MMR, Varicella, Tdap, Hepatitis A/B, Influenza, COVID-19) and health screenings.

• Documentation: Use of PRSU EHR system is mandatory; documentation must meet standards of timeliness, legibility, accuracy, content, and authentication.

• Reporting: Submit invoices, timesheets, and Health Information Management Clearance Forms (HIMCFs) as required.

• Compliance: Adherence to PRSU policies, Medical Staff Bylaws, Joint Commission, and CMS regulations is required.

• Government Oversight: The Government will monitor performance through various surveillance methods, including chart audits and direct observation.

This solicitation is for Firm Fixed-Price, Non-Personal Healthcare Services Purchase Orders for Nurse Practitioner (NP)/Physician Assistant-Certified (PA-C) Services for the Pine Ridge Indian Health Service (IHS) Hospital located in Pine Ridge, South Dakota.

• Procurement of Nurse Practitioner (NP) and Physician Assistant-Certified (PA-C) Services.

• Services are non-personal.

• Contract Type: Firm Fixed-Price Purchase Order.

• Period of Performance: One (1) Six-week Base Period, with Twenty-Five (5) Six-week Option Periods.

• Each CLIN (Contract Line Item Number) is standardized to 2088 hours per six (6) week period.

• This acquisition is restricted to Indian Small Business Economic Enterprises (ISBEES) pursuant to the Buy Indian Act.
