Eligibility & Submission
Offerors must be registered in the System for Award Management (SAM.gov). A critical technical requirement is the possession of the 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual. Vendors must also meet specific technical capability requirements, including potentially Non-Destructive Testing and/or Coating procedures, and provide evidence of compliance with higher-level contracting quality requirements (MIL-I-45208 or ISO 9001/9002).
