• Item 0001: 780 EA. NUT, HEX REGULAR, STEEL, SELF-LOCKING, CADMIUM PLATED, in accordance with the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual.

• Item 0002: 1 SET, BOA Item: 7025AH, NSN: 1H 5310 01-212-5696 X2, Nominal Size: 0.750" - 10UNC - 3B. Data requirements are in accordance with the Contract Data Requirements List for BOA Item 7025AH listed in the Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program manual.

• All manufacturing and data requirements must align with the specified Fastener Program manual.

• Required Delivery Date: 50 Weeks ARO (After Receipt of Order).

• Place of Performance: Portsmouth Naval Shipyard, Kittery, Maine, 03904.

• Offers shall be emailed to ina.nason.civ@us.navy.mil by EST.

• Response Deadline: April 6, 2026, 8:00 AM EST.

• Quotes will be evaluated based on Lowest Price Technically Acceptable (LPTA), considering Technical Capability, Price, and Past Performance.

• Vendors must be registered in the System for Award Management (SAM).

• This acquisition is a Small Business Set-Aside.

• Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and meet specific technical confidence requirements, including holding a Basic Ordering Agreement or providing acceptable NDT/coating procedures and evidence of quality requirements compliance.

• Paper copies of the solicitation will not be issued.

• Vendors must provide their lowest pricing terms. Failure to include pricing for all line items may result in rejection.

• At least three previous relevant projects within the last five years must be included in the proposal submission.

This document outlines the instructions for submitting a quote for an unspecified procurement and the criteria for evaluation. The government is seeking quotes that will be evaluated based on the Lowest Price Technically Acceptable (LPTA) method.

• Technical Confidence Submission: Vendors must possess a 2021 Portsmouth Naval Shipyard C. R. Gilbert / E. F. Dickson Fastener Program Manual and either hold a Basic Ordering Agreement (BOA) satisfying specific quality requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C) OR provide applicable Non-Destructive Testing/Coating procedures (if required) and evidence of compliance with the aforementioned quality requirements.

• Delivery Schedule: Offerors must indicate if they can meet a requested delivery schedule of 45 weeks after receipt of raw materials. Failure to meet this schedule may result in resolicitation.

• Past Performance: Vendors must include at least three (3) previous projects or contracts (performed within the last five years and relevant in scope and complexity) for themselves and any subcontractors.

• The document pertains to the award of a delivery order.

• Evaluation: Quotes will be evaluated based on Lowest Price Technically Acceptable (LPTA), considering:

  1. Technical Capability
  2. Delivery Schedule
  3. Price
  4. Past Performance

• Technical Capability: Assessed based on the ability to meet technical requirements using the Portsmouth Naval Shipyard Fastener Program Manual (September 2021). Ratings include Acceptable and Unacceptable.

• Delivery Schedule: Assessed based on the ability to meet the requested production schedule.

• Price: Evaluated as Lowest Price Technically Acceptable. Failure to include pricing for all line items will result in rejection.

• Past Performance: Evaluated using various government sources (CPARS, PDREP, SPRS) and vendor-provided information. Vendors with no past performance will be rated 'Acceptable'. An 'Unacceptable' rating will disqualify a vendor.

• Vendors must be registered in the System for Award Management (SAM) database.

• The Portsmouth Naval Shipyard is the sole authorized distributor of the program manual.
