• The North American Industry Classification Standard (NAICS) code is 541519, with a size standard of $34,000,000.00.

• The contract is an unrestricted acquisition.

• Offers are due by June 4, 2026, at 01:00 PM local time.

• The solicitation incorporates FAR 52.212-1, 52.212-3, and 52.212-5 by reference.

• Offerors must submit signed and dated offers, including UEI, EFT indicator, and information for evaluation.

• Offers must be submitted to the office specified in the solicitation by the due date.

• The offeror agrees to hold prices firm for 60 calendar days from the offer due date.

• This acquisition is unrestricted.

• The document includes detailed pricing for various line items and option periods.

• Inspection and acceptance will occur at the destination (DODAAC: F2MTLE).

Blanket Purchase Agreement (BPA)

This document establishes a Blanket Purchase Agreement (BPA) between the Naval Information Warfare Center Pacific (NIWC PAC) on behalf of the Department of Defense (DoD) Enterprise Software Initiative (ESI) and Carahsoft Technology Corporation. The BPA aims to reduce contracting and open market costs by streamlining the acquisition of commercial software products and services through the GSA Multiple Award Schedule (MAS) Contract 47QSWA18D008F.

• The BPA covers products and services of Software Publishers as outlined in Attachment 2.

• Orders placed against this BPA are subject to the terms and conditions of the underlying GSA MAS Contract.

• The Contractor shall make available products and services via its GSA MAS contract for categories outlined in Attachment 2.

• The Master License Agreement (Attachment 3) governs the grant, provision, and use of all software, hardware, and services licensed to and ordered by the DoD.

• Contract Type: Blanket Purchase Agreement (BPA)

• Period of Performance: Base Period (09/06/2019 – 07/14/2024) with one 5-year option period (07/15/2024 – 07/14/2029), for a total potential term of 10 years.

• Estimated Value: The Government estimates the volume of purchases through this BPA to be $820.45M. The BPA Master Dollar Limit and BPA Call Limit are both $820,000,000.00.

• Orders are placed against this BPA according to the Ordering Guide (Attachment 4).

• The Contractor must submit product and pricing data in the format described in Attachment 8.

• The Contractor shall provide a Report of Sales (Attachment 6) quarterly.

• This BPA is open for ordering by DoD Departments and Agencies, the Intelligence Community, the US Coast Guard, or authorized DoD contractors supporting the DoD mission.

• GSA and other applicable ordering agencies/organizations are authorized to place Orders.

• Government contractors performing work for a DoD Component may place Orders on behalf of and for the benefit of the DoD entity if authorized.

• The BPA includes numerous attachments detailing FAR/DFARS clauses, discount tables, software license agreements, an ordering guide, glossary, fees, and price lists.

• The Government reserves the right to reopen competition (on-ramp) or for a contractor to exit the agreement (off-ramp).

• The Contractor must comply with security regulations and requirements, including those related to Personally Identifiable Information (PII).

Solicitation / RFP / RFQ

This document is a Sole Source (Including Brand Name) Justification for a Nutanix Renewal, prepared in accordance with Revolutionary FAR Overhaul (RFO) 12.102 and RFO 12.201-1. The action is to support a brand-name requirement for Nutanix software.

• The Nutanix software provides virtual network connection capabilities for 637 TRG customers, facilitating and administering the moving of existing servers to a virtual environment.

• The requirement is a follow-on for an additional 3 years of Nutanix software subscription.

• The entire 637 TRG network infrastructure is composed of Nutanix products.

• The contract action is being procured under Simplified Procedures (41 U.S.C. 1901) and Special Emergency Procurement Authority (41 U.S.C. 1904a).

• The Nutanix software falls under the scope of a current DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA).

• There are two large business BPAs for Nutanix software: Carahsoft Technology (CAGE code 1P3C5) and EC America, Inc. (CAGE code 1QTH6).

• The contracting activity is the US Air Force, 502D Contracting Squadron/PKBA.

• Market research was conducted following RFO 8.102, Mandatory source for services.
